I like this notion a good deal, and am currently a little fixated upon the idea conveyed in the word ‘synecdoche’, wherein the knowing of a part is to simultaneously understand the whole, or to know the whole is to simultaneously understand the part. I think perhaps Mr. Bach is pointing to a similar idea, in which the whole (the sky), knows the ways of all the parts (the clouds).
