He is from Portland Oregon.
He looks strikingly familiar, yet I cannot quite put my finger on why…

Well there is ‘The 4th and 5th dimension to the third. It is the inner meaning between Earth ascending and Heaven descending.’

I wanted to answer “I wouldn’t dream of it what with the door off its hinges and the pillow cases needing mending” but thought it gave too much away and you know its not right to do that, not right at all.

I have not seen this particular episode of this, at one time, outrageously popular cartoon , but from the looks of the guy he does appear quite nifty.

The O.E.D has the following as two example sentences containing the meaning of ‘nifty’ –
‘What causes the balls to fly off these bats is a nifty bit of physics called the trampoline effect.’
And;
‘One bloke who was wearing nifty black and blue shoes had a trick where he dropped down onto one hand.’
So if he could get a note (signed by his mother or doctor) attesting to either or both of the above being applicable…you might be spot on.
